You don’t get the VAT back because you only pay VAT on the net charge on the final bill. When you add the two VAT charges from both bills together you will see that it is about right for the consumption on the final bill, at 13%.
Before you calculate the VAT you have to add in the other two lines that appear above the VAT on the final bill.
